		<description>I don&#039;t think subsidy is the answer. When I bought a fax machine (in 1982) I bought two, one for the London office and one for the Manchester office. If I didn&#039;t have anyone to communicate with there is no level of subsidy whcih would attract me. With a strong need I was prepared to spend £3,000.

What&#039;s needed is the strong need. If a big company pays its staff by mobile money that generates the need for those individuals. Once they have the service they will use it between themselves.</description>
